alint：把仓库结构、文件内容和 Agent 约束一起 lint 掉

asamarts/alint 想补上代码 lint 和策略检查之间的空白：用一份 .alint.yml 去声明仓库应该长什么样，再把结构、命名、内容、跨文件关系和 agent 约束统一检查。
